Where Commercial Pest Control Accounts in Tampa Come From
Three public records carry most of the early signal for commercial pest control work in Tampa: the DBPR licence and inspection search, where every new food service establishment appears before it can open and Florida caps the application fee at $50; Sunbiz, where the company behind it registers first, searchable by zip code; and the City of Tampa Accela portal and the county's HillsGovHub, where the build-out permit and the certificate of occupancy sit. Deeds and code cases fill in the rest.

A restaurant on Dale Mabry or a taqueria in a Brandon strip plaza signs a pest contract within weeks of opening, because pest activity is an item its inspection report can cite. The operator who wins it read the record two months earlier, when the company was a name on Sunbiz and a permit number in Accela. This page follows a new business from licence to inspection and names where each step leaves a public trace.
The licence: DBPR Division of Hotels and Restaurants
Florida law requires a public food service establishment to hold a licence from the Division of Hotels and Restaurants before it starts trading. Section 509.251 of the Florida Statutes caps the application fee at $50 and the aggregate licence fee per establishment at $400, with a separate Hospitality Education Program charge on every application.
The licence search sits on the DBPR licensing portal at myfloridalicense.com under Verify a Licensee. It is free and needs no login. You can search by name, licence number, city or county, or licence type, and the category dropdown carries Hotels and Restaurants. A county search filtered to that category shows name, licence type, number and status, and a new licence is a business about to book its opening inspection.
The same portal carries View Food and Lodging Inspections. Reports run from October 2003 onward and list each violation as High Priority, Intermediate or Basic, with the correction deadline and whether it was fixed on site. A report that cites pest activity is a business with a deadline and, often, a contractor it is unhappy with.
The registration: Sunbiz
Before the licence application, someone forms a company. The Florida Division of Corporations publishes every filing on Sunbiz, and search.sunbiz.org lets you search by entity name, officer or registered agent, FEI number, document number, zip code or street address. Each record opens to the principal address, the registered agent and the officers.
Use the zip code search for prospecting. Run 33511 for Brandon or 33609 for the Kennedy corridor and read the newest entries. Names with kitchen, cafe, grill or bakery in them are food businesses without a front door yet.
The build-out: Accela and HillsGovHub
A restaurant taking a second-generation space needs a building permit for the alteration, and a new kitchen adds mechanical, plumbing and hood work. Inside the city limits those permits sit in Accela Citizen Access, the City of Tampa portal, where you can search building, planning, code enforcement, business and licensing records without a login by typing an address. Look for commercial alteration permits that name a kitchen, a hood or a grease interceptor.
Brandon, Riverview, Carrollwood and Westchase are unincorporated, so their permits sit on HillsGovHub, the county’s Accela portal, searchable without registering. The county’s records page explains the split: permits from January 20, 2021 onward are on HillsGovHub, permits from 2005 to January 19, 2021 are on the Building Permits Reports page, and 1976 to 2004 needs a written records request.
A build-out permit is the earliest signal with an address. Opening is roughly the permit date plus the length of the job, and nobody has asked for a pest quote yet.
The occupancy: certificates and deeds
The certificate of occupancy is the last document before the doors open. On the county side, certificates for permits issued from January 20, 2021 are on HillsGovHub, 2012 to January 2021 go through the Building Permits Reports page and the PGM Store, and none exist before 2012. A new certificate on a commercial unit means a tenant is moving in that month.
Ownership is the other occupancy signal. The Hillsborough County Property Appraiser offers a free sales search by owner, address, folio or parcel. The Clerk of Court publishes the official records index from 1965 to the present at no charge, with about 2,000 new documents recorded each day, deeds included. A plaza or apartment complex changing hands is a management change, and the new manager rebids service contracts in the first quarter.
The inspection and the code case
Beyond the DBPR report, a code case shows a business already in trouble. Inside Tampa, the Neighborhood Enhancement Division enforces property maintenance, trash and debris, overgrown lots and building violations, and cases are searchable in the city’s Accela portal under enforcement records. In the county, code compliance cases opened on or after January 19, 2021 are on HillsGovHub.
A debris or overgrowth case on a multi-family building says the rodent pressure on that block is about to rise. Write to the owner on the case about exclusion and a monthly service.
Your own licence, because the buyer checks it
FDACS issues the pest control business licence at $300, the certified operator certificate at $300 per category exam, and employee identification cards at $10 each. The public search at aeslicensing.fdacs.gov confirms both without a login, and a manager who has been burned before will use it.
The weekly routine
Hours are for one person who knows the portals.
| Day | Source | Minutes | What a hit looks like | What to do with it |
|---|---|---|---|---|
| Monday | DBPR licence search, Hillsborough County | 30 | A new food service licence at an address you cover | Visit with a written quote |
| Monday | DBPR inspections, the same list | 20 | A recent report citing pest activity | Letter naming the deadline |
| Tuesday | Sunbiz by zip code, your seven zips | 45 | A new LLC with a food or hospitality name | Letter to the officer |
| Wednesday | Tampa Accela, commercial alteration permits | 40 | A kitchen, hood or dining room in the description | Call the tenant in week two |
| Wednesday | HillsGovHub, same search | 30 | A tenant improvement or new certificate of occupancy | Same as above |
| Thursday | Clerk records and appraiser sales | 30 | A plaza or apartment complex changing hands | Letter to the buyer’s officers |
| Friday | Tampa and county code cases | 20 | Debris or overgrowth on a multi-family address | Letter to the owner |
That is about three and a half hours a week, plus an hour per hit to write and follow up.

The decision is arithmetic. The routine costs three to four hours a week of an owner or office manager, 15 to 18 hours a month. Set that against what one monthly commercial account pays over a year. If those hours are spoken for by service calls, a subscription that reads the same records costs less than the accounts you are missing. If you have the hours, the routine costs nothing but time.
Does a new restaurant in Tampa have to hire a pest control company?
State law requires the licence and the inspection. Nothing in the statute names a contractor. In practice a manager who has to answer a High Priority item by a deadline calls one, and a manager with a monthly service in place answers the question by handing over the service report.
What does a restaurant manager ask before signing?
Three things. Your FDACS business licence number and the name of your certified operator in charge. The product names and their label information, because everything is applied according to the label and the inspector can ask to see it. And a service report they can keep on file for the next inspection.
The commercial version of a quarterly plan is a monthly service with a written report after every visit. Our pest control plans page shows the residential structure the commercial contract is built from, and the Brandon page covers the strip plazas where most of these signals land.
